I THINK that's the "return line" back to the reservoir. (I'm not an expert on the hydraulic system, so someone will correct me if I'm wrong) but, if so, it's not under any serious pressure. However, ANY small opening or poor fitting will allow hydraulic fluid to leak out because hydraulic fluid is VERY "thin" and non-viscous. To me, it has less viscosity than water.
