Default Safety latch stuck

Help! My 2004 22T doesn't go down. The safety latch doesn't move freely but I can't make the motor energize in either direction to try and jostle it. I am not real mechanically inclined but the manual says the latch is located on top of the hydraulic cylinder. I can't identify it easily. I have two questions:

1) I don't see any debris so any ideas on what is wrong?

2) Does any one have a picture of a safety bar so I can figure out what I am looking for.
