You can't have just an "open" drain in the water lines. Look at the lines above that drain. There should be a valve there that is opened or closed by a thumb valve.

So I've looked above (outside) where the drain valve is and don't see a valve. The heater is right above inside the camper (right corner of trailer) but when looking under the seat still nothing. Only valves I see are on the left hand corner where the water heater is but for those valves to be far from the drain valve don't make sense. So again I have a 2004 1703T model if that helps.

You're not looking in the right place. The valve will be in the water lines that are INSIDE the trailer. Your trailer is very much like my model, so I suspect the valve(s), probably two, are under the couch on the street side. They should be accessible through a door on the street side that opens outward and gives access to that space. Alternatively, you might be able to get to them through the doors under the couch. They are probably fairly near the small vertical cabinet that is next to the refrigerator.
