Default Top will not lower/ safety bar not releasing

We just bought a 2005 (270T) and have been out twice in it. I get in it today to lower the top and it will only lower about an inch. I need to tell you this is second HiLo (first was a 88 I think) we have had and I know about the safety bar release cable to lower the top. My question is when I pulled cable to lower on our first HiLo we had I could fill when the safety bar would release and top would come down and the cable would go back in wall. On the 2005 I pulled the cable and it fills like it is out all the way and would not release the bar or cable does not go back in. I looked under trailer and cable runs down side goes thru clamp that is on safety bar then after 2 feet it is screwed to frame of the trailer. Does this sound right, I am not very mechanical, is there another way to release safety bar? Thanks for any advice.

Often when lowering the top you will need to raise the top until the pump squeals and in a fluid motion pull the safety release cable and switch the pump into the down position.
This releases the pressure from the safety bar and allows the movement need for the top to descend.
If that doesn't work you will need 2 people one to pull on the cable release and the other to observe from below the trlr to see what is, or is not, happening.
(Just keep your hands away from everything during the procedure.
The person on the ground is just observing the operation.)

This may be obvious, but after raising it and then pullin cable keep pulling cable until
It is well on its way down. On the attachment of cable you say it goes through a clamp? If so, has the clamp loosened so the cable isn't actually pulling the bar any longer? If you have had it out then it makes sense whatever has happened hasJUST happened . Do as renoites suggests and see what the cable is doing when pulled.
