I think I'd apply the Kool Seal last. As far as I know, it will adhere to EternaBond tape and it will seal the edges.

There is also a "pond eliminating" product that is made by Henry's roof...

Doug, a reason for NOT doing it is that it is "PERMANENT". You're not going to be able to easily separate that joint (if you ever need to) once you apply the tape.

Doug, you can certainly apply EternaBond tape...
