I hope you can get the title to the trailer or that the DMV can help you. If you have to go to plan "B" and part it out you will at least be able to recoup some of your money. I agree with Jerrys...

I am so sorry the seller was dishonest with you. That is why it is important to check it out in person. My best advice since you can't devote the time to fix it is to try and sell it or part it out....
