If the transformer plates are put together with nuts and bolts you may be able to tighten them. I haven't messed with any for a long time so I don't know how they are put together now.

I should have added. If the converter is charging you should be getting at the battery a reading of at least 13 volts and as much as 13.6 volts. Or if you unplug the converter you should see a drop...
