Looking for 15' towlite in Texas. Maybe 17'. I have a 4 cylinder RAV 4 to pull it.

First you should check the specs for your RAV4, I can't imagine it'd be capable of pulling too much, let alone controlling/stopping a trailer (maybe a small tent type trailer?).

I just did a quick check (Edmunds, 2013 RAV4), this site claimed RAV4 capacities as: MAXIMUM TOWING CAPACITY**1500 lbs. MAXIMUM PAYLOAD**900 lbs.
I didn't see what the bumper can hold, but would guess no more than 350# (just a guess).
