Default 66 (i think) HiLo that won't lower

I have a recently purchased HiLo that will not lower. I have been told I could manually lower but cannot find instructions in manual that I have been able to find. Also, it feels to me like the release cable may be not working correctly. Any advice on repair or repair technicians in east TX area would be appreciated. Thank You in advance!

Welcome to the forum. Do you have power to the trailer? If so, try raising it to get it off the safety bar then try lowering it. The top may have settled.

My 21 ft Sun chaser did this, would go up but not come down. First raise the top and pull the cable release, you may have to get someone to hold it. Go to your hyd pump and on mine there was a small lever on the control block. Push it and it manually releases the down valve. I repaired the problem by removing and cleaning the electric solenoid valve. It had gotten rain in it over the winter from a leaking cover and a little rust had the solenoid valve stuck.
