If no one comes up with a good answer, here is what I would do.
I would say that it should be spray painted for the best looking job. Any automotive paint shop could tell you what is needed to paint fiber glass. But of course auto paint has to be sprayed. A good paint store not WalMart or similar places, these places have sales people and they know very little about paint. A good paint store where they are knowledgeable should know if there is a roll on paint that could be used. I assume this might be what you are looking for.
Depending on the width of the spider cracks paint probably won't hide them, many years ago cracks in auto paint were filled by using primer on a rubber scraper, you scrap the primer into the crack so that only the crack is filled and none is left on the surface.
Also search the internet, you should find information on painting fiber glass.
The decals might be able to be bought from JR Repair.

Go to a boat/marine shop to get advice on painting over fiberglass. I have painted both autos and planes but they are both metal. I have never heard of any paint for the above or RVs that did not have to be sprayed. You may be able to fill the cracks with a gel coat. Again boat people will know.

Good advice, I didn't think about marine and I have a fiber glass boat in the garage. I was thinking of the Chevy Corvette which has a fiber glass body.

Painting the fiberglass on aHiLo

Our 90 HiLo Classic has minute cracks and some loss of color in the fiberglass. Some of the decals are curled up and some are faded. This is on my list of things to do. I need to stop by our regular autobody shop and have him look at our HiLo. He does At work. We always get compliments that our 97 f250 Heavy Duty 4x4 looks brand new. Try this article BODY WORKBy Rich Johnson.Damaged fiberglass can be refinished by most do-it-yourselfers.The article was in the August 1998 HIGHWAYS magazine. I also remember that Sam Shields said that he once painted a trailer.
