Default Hydraulic pump or motor bad?

Husband and I purchased an 87 voyager. Must have a complete remodel on it. Our first problem is:
Got camper home and husband used jumper cables (no battery) to raise top. Looks like top is about 3" shy of being all the way up. It just stopped there. Now can't get it to go up or down, even using the pull cable inside. No noise coming from hydraulics or motor when we try. My husband can usually fix anything, but this has him stumped. He has found and replaced fuses, has voltlage going to motor. He checked safety bar. What else is there to do? and how to do it?
We already have most all of the materials for the inside, but want to fix this first. Help please!
I think I have read most everything here related, but can't seem to find the answer.

From what I understand the pump doesn't assist in lowering the unit. It just lets the pressure bleed back into the reservoir. There may be something preventing the fluid from escaping the hydraulic ram assembly. I think I have heard talk of a manual bleed valve somewhere. I have an 88 model. I can go look at the pump and see if I see a manual bleed on it.

Welcome to the forum!

Did he try checking the solenoid that opens the valve to let the top down. That has to have power on it. The motor doesn't run for that. There should be a manual valve there somewhere also to let it down. I assume the trailer doesn't have the manual backup pump.

The owners manual says there may be dirt in the lowering valve.. It says use the toggle to try and raise the top while pulling the lowering valve lever at the same time. This forces fluid through the valve at high pressure and should flush out any dirt lodged in the valve.
