Pappa,
Glad to hear your problem was solved. Attached is a picture of the heater on my 2003 2203T, very similar to yours. Mine has something stuck to the switch, not sure why, its only operated in propane mode so far. The button has the label ON in the up position, assuming pushing it down would change it to electric?
Would be interesting to view the piping configuration on yours, when I get time I'll upload s picture of my setup.

Tr, I think you'll find the white pad is just a sticky thing put there to prevent fellow workers from energizing the system at the wrong time. It's a secondary cut off switch perhaps to assist in troubleshooting. On mine it does turn off 120v power, turn it back on and all works.In the pic I just posted, you'll see the sticky residue on the switch.

I see the residue on your picture, and the switch in both our pictures is in the same position By depressing the ON side down, that must activate electric water heat?

Tr, mine's working, I'm doing my pretrip maintenance and saw the drilled hole and remembered the thread on this subject, so I took a pic and posted. No water in the system so I'll check it out later to make sure, All I did was put power to the system, lite came on, flipped THAT switch, light went off. So, I killed power to the system.
