Exclamation Water damage and a sagging wall

Our 2005 17T had some roof leaks when we picked it up this winter. It's all patched up now, but we have some aesthetic and potential serious structural issues to address.

The Aesthetic: Where water leaked down the sides, the outer laminate is bubbled up. Is there any way to smooth this out again?

The Structural: At on of the cable connection points, the wall droops/sags upward. I assume there is some rust or rot and the some rebuilding needs to happen. What do you all think?

I'm attaching a bad picture of the issue.
