NO!!! You only lower the top onto the bar momentarily to see that the bar has engaged. Then, you raise it again to the full up position...

As far as I know it should be lowered onto the safety bar

Hi Bob - I think you are talking about the bolt that holds the cable into the bottom edge of the upper half? If so, it's just a lag bolt...
