Still, though, I bet there is a possibility that a CB can become "inop", and if so, it should fail to the "open"...

Sure. A CB acts to "open" a circuit in case there is a short, which could start a fire. If the CB is open, no current will pass through it. It's effectively just a switch that can be open or closed....
