Sam, there's a Bondo product that fills/replaces rotted wood. I've used it on beams in my home and, if done right, it seems to be an indefinite repair. I've never had to replace it.

Nelson, I haven't had to deal with this problem, but I'd certainly take the window out and investigate that damaged section more. You could possibly "dig" the wet wood out if it's small and replace...
