I don't know for sure but my guess is that it is the overall length. For comparison, my 24' Hi-Lo with a tip out and dual axles weighs about the same as this 19' trailer.

Thanks for the info. The photos answer some of the questions we had. The top raising/lowering mechanism appears to be individual jackscrews at each corner. This should be a very reliable...
