You still haven't said if the relay is on the Hi-Lo or the tow vehicle, or I missed it some where?
The bulbs are common auto bulbs. At least they are on both my trailers and a few others that I have...

As far as I know, If that flasher is in the Hi-Lo it is not standard equipment, someone rewired and put it in for some reason.
You didn't say where it was located?
