If you can push the lock bar up when someone else pushes the raise button, then it has to be the cable, I am very familiar with the safety lock bar. The cable just lifts one end up so as not to stop...

Just checked the cable routing and it does make a 90 degree turn where it goes through the floor. Don't know how much of a DIY person you are but, this shouldn't be to hard to fix. I would say remove...

This is my second HI-LO and I never had this problem. The 90 degree turn doesn't sound right, I still have both trailers, will check the routing tomorrow and post back.
