Miranda, you posted same time as me. Cables are not the problem. They would not cause the top to rise slowly. If the top goes up slowly, but goes all the way up and locks, then it IS the cylinder....

Miranda, I also found an inexpensive alternative at home depot. Its called rope insulation. Comes is several diameters and fits great. I have cut pool noodles in 1/4s and that works also, short term....
