The pulleys could be sold with the cable loops...

The pulleys could be sold with the cable loops cut off to someone with a say 17'er. They are "pre-stretched". Even the top most pulleys! Hope you make some money.

Epow, your right, if you can't lift the top using hydraulics, then the only way is to disconnect the four cables from the top, use farm jacks or car jacks and 4 x 4s. Jack each solid corner a few...
