You didn't state if the lift pump is working or whatever. Please describe what is or is not happening and there is a good possibility someone here can give you some pointers on what to do.

I should add that towing with the top up can possibly break lift cables, glide blocks, and who knows what else. To drop the top you need to have a charged battery installed in order to lift the top...

The correct answer is NO! You can do damage to the trailer's lift system. The problem may be simple and should be corrected before moving it.
