I believe those fuses also had something to do with protecting things from harm if the battery would be hooked up backwards. I've never had any experience with that.

An easy check is to see what the voltage is at the batteries when plugged into shore power and when unplugged. There should be a noticeable difference. Disconnect the battery and plug into shore...
