The previous owner had started the process but they had purchased coated cables which I'm thinking are not going to work. They have all of the cables detached and the top is down so I got my work cut...

No luck on finding where the Tow Low VIN is located but after a little digging in the street side overhead cabinets you pointed me to I did manage to find the TITLE. Now on to replacing those lift...
