Older 1983 20Ft High Low - Roof stuck on UP

I let this sit thru the winter, today I wanted to lower the top half. All I get is a click when I push the down switch. No red light. I put a new battery, and jumped off another battery. Still just clicking. Where would I start?

Have you tried raising the top off the safety bar before you try to lower it?
