Pame's Stupid Question of the Day - Lightbulbs

Okay...Mr. Handyman Fix-it Guy (not) who tried to renovate this 87 FunChaser decided (I think) to add additional 12v lights and now, nothing is working...it did last night and found a blown fuse this...

Does anyone make an all electric unit? I am not the propane queen here. I prefer electric smooth top with built in microwave. I have an 87 FunChaser that I am upgrading. Any suggestions? Thanks!!!!!

Caulking and other stuff

I wanted to caulk around all the windows just to make sure my 87 FunChaser is leak proof. Should I remove the old caulk first or just caulk on top of what's there? One thing I don't want to do is...
