Can you look up underneath the valance from the bottom? On mine, the screw heads were all hidden by the fabric that is wrapped around the top of the valance but they were visable from the bottom also.

They are stapled on. It isn't that big of a production to remove them though. You will need to remove the valances themselves first. You should be able to find the screws by running your fingers...
