Default Lift cylinder not working

I am no repair man
But
It is a pump, hydraulic cylinder and valve just like a truck hoist or tractor
The cylinder May new seals or valve or pump

A hydraulic repair shop could repair
I would say the cylinder first, could be just o rings????

Or possibly, you have a manual lowering valve that is slightly open or there is dirt caught in the lowering valve, causing it to leak. There is a procedure in the library to clear the lowering valve if that is the case.

Have you checked the fluid level in the reservoir? If it's low, the top raising will have symptoms similar to what you describe.
